The Hispanic council was formed in 1974 so that the government could lump together all Spanish speaking people as Hispanic.
And it doesn't matter if they are from Cuba, Panama, Spain etc. as long as they are from a Spanish speaking country they are considered Hispanic.
Before that Hispanic filed as White.
